Pre-1916 Inter-American Exchange:
- Olney (1895) : Threatened the British and Venezuelans that led them to submit to ar
- Cuba (1898,1901) – Freedom for Cuban slaves and get permanent base at Guantanamo

- Drago (1902)- Foreign Minister of Argentina calls on the USA to incur the Monroe
Doctrine. Drago insisted that there was no place for foreign intervention
- Colombia (1902-3) – The French tried to build a canal trying to connect the Caribbean
Sea to something. Teddy Roosevelt tried to resurrect this operations with the help of
Colombia. Something goes wrong, Roosevelt produces an independent movement
resulting in the state of Panama.

Latin America. What do these resources mean to USA? – USA is closer to all of this, so

produces conflict between Europe and USA on one side. As Europeans too take an
interest in all these raw materials.
- Foreign National: There were also foreign nationals like the Spanish, Germans and
Italians who were developing these resources looking to go back to their mother country
and expand the resources use. So there was a great deal of competition in developing
these resources. Latin America even had British men looking to reap benefits of these
resources
- This becomes an issue that Woodrow Wilson has to navigate when he becomes
President in 1914-1916. Since WW1 began, everyone concentrated on war, since Wilson
was pro-democracy and laws, he deploys Marines in the spirit of Teddy Roosevelt when
he believes that the others a’t ay po-American ideas.
