50-60% of vap: why do so many people choose not to vote, voting is costly: requires time and effort, top reasons: Sick or disabled: not interested, did not like the choices. Individual votes may not make a difference to the outcome: who votes, age, education, residential mobility, other factors: gender, income, race. Partisan loyalty: best predictor of how a person will vote, party identi cation: individual attachment to a particular party, voters are predisposed to their party"s candidates. Predispositions are often based on current and historical public policies: gender gap: women identify with the democrats at higher rates than men, racial gaps: minorities identify with the democrats at higher rates. Election in early adulthood have large impact on party id. Ties to party driven by ideological agreement: agreement on most issues leads to stronger party identi cation. Experiences: party id is a running tally of political experiences, positive events increase identi cation with the party in power.
