As the highest law on the land, the first amendment is always the fallback, and has traditionally been ruled as such by the supreme court. Many constitutions say what the government"s role is, this one says what the government"s role is not. We understand the power of information and it can be used against the gov but people should still speak their minds . Whereas the constitution exists to protect freedom, staturoty laws generally advise people on what they can"t do. Advertising, copyright, electronic media, obscenity (among others) often fall under statutory law. Government bodies that exist have the ability to develop and enforce rules concerning communication. Communication law change a lot on a regular basis.
