A ruler should value the safety and his ownership of his kingdom above all. Place low taxes so that high taxes during war to prevent riots. Machiavelli states that methods of cruelty must be conscientiously chosen in order to maintain good reputation and stability in kingdom. So being too obsessed with war can corrupt the mind and erode it to the point where methods are against the times and fortune.
