The Paris peace conference: European Affairs
Why Paris? – It was central to the main countries fighting.
- Its democratic
- Hosting delegations was an important part of the conference, Paris had huge
tourism so they had hotels that could house all these delegates
- Paris had suitable accommodation
Advantages of being the host city:
- Jan 12 1919, Clemenceau (France) was hosting this event
- It was important to him because he would get a lot of say in the conference
- Prime Minister of UK, Lloyd George also came and wanted a partial share in
determining the agenda
- PM of Italy, Orlando also came.
- US: Woodrow Wilson also came which was a big deal. Because US had a neutral
stae ad did’t at oe et. the presidet of the U“ as the head of the
government and of the state. Wilson outranks all of them because of tradition
etc.
- Woodro’s presee ould e a prole as he outraks eeroe else.
- Makino (Japan).
- Wilson fails to make sure that he has a delegation that actually represents the
peace treaties he is there to vote for. There was no senior republican in the staff
and that is a problem because he is thinking about what he can sell to the
Americans not about what the Americans are willing to accept.
- Wilson is celebrated in Paris and he is not a very humble man so that could be a
prole. He does’t epet resistae.
Out of Sync: Allies in Discord
- As the 4 meets together, they seem to have some discords.

- He also argued for reparations from Germany- but what kind? For loss of
people, money, lost income??
- How do you fix a value that everyone agrees on?
- This is where everyone disagrees on things
- Lloyd argues that there should be no more German Navy. Lloyd has done
enough research on all the 3 countries statements during hostilities so he can
figure out what the interests of these countries are. He lays out his vision in a
document called Fontanne Bleu.
- He also called for an end of the German Empire. The French and Italians agree.
- Then he says, we want to build a lasting peace. Which means we must have a
balance of power – amongst industrial, labor etc. issues.
- He says balance is a compromise, and it leave some unhappy but it can be
accepted. He also says that if you take any land or divide any countries but you
cant do so without thinking about the balance of power. Even if it is ethnically
based.
- He also tries to get the world interest on protection of British Empire. Italy,
France and US think that if we agree he will perhaps listen to our idea of balance
of powers.
