thing as you bring new people and it fosters friendship. It can be negative given that wars are
transnational, so are diseases. It can produce newer international organization and provide
better frameworks.
Pan Americanism?
How many battles are fought in the western hemisphere? 0
When war breaks out in Europe,
- 1939: Neutral, non-aligned
- 94: No-trasfer, ot recogize ay trasferred coloies i the western hemisphere
- 1941: Effort to mobilize all possible resources for the countries in Europe fighting on the Allied
side and as few as possibly goes to the Axis powers. They wanted to make sure cocaine does not
go into the hands of the Axis. America becomes the largest buyer of Cocaine.
-BEW: Bureau of Economic Warfare
-OLLA: Lend Lease Aid. Europe, Africa, Middle East, and even Latin America. Anywhere when a
country produces useful resources to help aid the war.
The question is what happens when the war ends? – Before either of those, you have a meeting
in Mexico:
-March 1945: Chapultepec:
-Nonaggression
-Collective security? – hints of this for the entire hemispheric. Treat conflict as a common
conflict or threat.
- Build a truly Pan-American approach.
Europe Divided:
- Europe is a different story because almost all countries have been directly affected by the war
- Holocaust: death of 6 million Jews. Extermination camps. How does this affect Europe after the
WW2?
- Central Europe? – The bigger concern was how do we reorder the new Europe which was so
divided by the multiple wars? This was discussed in Yalta, Tehran and other conferences.
- One of the biggest issue was where the western border of Russia would lie? In the Yalta
conference and Tehran, it was decided that in the short term the Soviet will appoint a
government of national unity staffed by communists.
- Poland loses a lot of territory which returns to the original eastern boundary. Back in 1919-21,
the war was fought between Poland and Soviet Union.
- The Soviets get everything they were promised under the Soviet-German nonaggression pact.
- UN ensures Poland, Czech, Hungarians, Greeks all get to decide their future
- Can this fellowship continue now that war has ended and communists and capitalists may have
to work together?
