State of the union speech: opportunity for president to present an agenda to congress. Pocket veto (last 10 days of congressional session) Line-item veto : power to veto speci c provision of a bill. In 1996, congress passes law allowing line-item vetoes to cut spending. Supreme court ruled that this power is unconstitutional in 1998. Veto bargaining: president can use the threat of a veto (and congress" uncertainty about what bills the president will veto) to get congress to alter bills in ways that the president prefers. Constitution gives congress the power to declare war. Congress can also authorize the president to take military action. President can send troops into action only with congressional authorization if u. s troops are under attack/threatened. President tend to ignore it and take action when needed. Congress controls military spending and can investigate president"s action. President can try to set national policy agenda, make proposals to congress.
