Once you start down a pass, it"s hard to come back. People didn"t want to train people in other systems. Small events matter and will effect the end result. The outcome of the pact is not always efficient. Technology and infrastructure are often linked (coordination effects) More people will do it if its more legitimate. Learning is hard in politics because information gets filtered. Pension is public and healthcare is more private less generous. Pension was introduced during the new deal before private firms.
