South of the settlement was the french concession. Located in shanghai, the city around the settlement expanded and urbanized. There was always a military presence in the city, making the public aware that the settlement would be protected if necessary. Du yuesheng took control of the drug, prostitution, and gambling industries in shanghai. He had started out by dealing with the finances, but rose to control multiple industries across the political borders. He was a supporter of jiang jieshi and the kuomintang against the communists. He was a member of the green gang. Mikhail borodin was a member of the comintern sent to provide the new chinese communist party with both funds and military training. Wang saw the need for industrialization before militarization, as opposed to chiang kai-shek. Jiang jieshi allied with the other warlords and the organized crime of shanghai. White terror saw the betrayal of the communists.
