Historically, conflicts occurs between nation states, e. g. wwi & wwii. Un created in 1945 to settle disputes and provide collective security. Most recent conflicts internal (within states) rather than external (between states) Civil war = conflict over size/ shape of nation, who controls government and territory: become more internationally prominent. Failed state = state is no longer in/under control: can"t/ won"t maintain rule of law, doesn"t control use of force w/in country, doesn"t guarantee security of all citizens. If global community can help or is stepping in to help people: the ethical humanitarian. Intervention: may be undertaken without consent of the government of the territory. Forcible = troops and security forces may be authorized to use force to attain objectives. Protection = purpose is to save lives, prevent or stop oppression, and protect human rights. Us-soviet cold war conflict blocks chapter vii collective security.
