Congress provides for judicial review of final agency action. The ftc was the first independent administrative agency created in 1914 under the wilson administration. The sherman act (1890) was a statute that marked the era of antitrust. The judicial branch hears cases, the legislative branch makes laws, and the executive branch enforces laws. The preamble says that the people give government their consent to establish the social contract (constitution), an idea that was formed by john locke. Not all social contracts are written, but the u. s. constitution is written. The executive cannot get rid of the rules of agencies, because the legislative branch establishes these rules.
