Spain claimed the land in california in the 16th century, but figured that in order to actually keep it, they needed to send people there and start building settlements, to prove they were using the land. Spaniards built their trail of missions along the coast because they were worried about imperial rivalries. The settlements being on the coast gives the illusion to other travellers that the inland part of the state is populated by.
