How much crime occurs is not an exact science. Crime stats and measures are subject to error. First crime studies 1920s: cleveland, ohio, chicago, illinois were the first cities to perform crime surveys. These surveys were conducted to correct perceived deficiencies with the cj system. People believed the way to prove police effectiveness was to show that there was no crime. Published the first national report of crime in the us in 1927. Congress saw the utility of this and then authorized the fbi in 1929 to gather nationwide crime data and publish it. This is what we know as the uniform crime reports. In 2930, congress passed federal legislation mandating the collection of crime data. The fbi is responsible for the collection of data. The uniform crime report is a record of crime reported to law enforcement agencies. The most widely used crime data in the us. Most media accounts of crime come from the ucr.
