Urban renewal is not a general term, it was a specifc federal initiative begun in the 1949 housing act (title 1 allotted funds redevelopment subsidies for cities who wanted it). It was renewed in the 1954 act and then ended in 1974 and replaced with a block grant. Most cities used the grant to focus on the downtown areas and discplaced residents who were preedominantly working class and minority status. In the 1960s, city planning became more participartoty, perhaps as a response to the feel of the time with the civil rights movement and all the sutdent protests. Neighborhood planning councils: most neighborhood councils are city funded, but that exposes them to danger if they anger the city and receive cuts. There"s already a problem with demographics in terms of who has time enough to participate, and members can exacerbate the issue if they want: it"s very difficult to maintain the organization throughout a plan"s development, implementation, and aftermath.
