Urban renewal is not a general term, it was a specifc federal initiative begun in the 1949 housing act (title 1 allotted funds redevelopment subsidies for cities who wanted it). It was renewed in the 1954 act and then ended in 1974 and replaced with a block grant. In the 1960s, city planning became more participartoty, perhaps as a response to the feel of the time with the civil rights movement and all the sutdent protests. Neighborhood planning councils: most neighborhood councils are city funded, but that exposes them to danger if they anger the city and receive cuts. There"s already a problem with demographics in terms of who has time enough to participate, and members can exacerbate the issue if they want: it"s very difficult to maintain the organization throughout a plan"s development, implementation, and aftermath.
