Introduction: over the last 20 years, the international community has gotten better at using military force to stop or prevent atrocities. There has been an evolution of thoughts about international norms of violence a) Srebrenica and serbia showed a new light, as both of these campaigns were extremely successful. International intervention = more rebel provocation= more mass atrocities a) record shows the opposite, frequency and intensity of attacks on civilians have declined. In many cases, such as during the arab spring, opposition figures tried to prevent international intervention. International community has shown that they can and will play a role in maintaining order: new roles of the international community, peacekeeping missions have legitimacy and have been remarkably successful b) Two examples of successful intervention: liberia, sierra leone and c te d"lvoire: lessons learned, challenges of modern humanitarian intervention: 5. establishing legitimacy sharing burdens across borders acting with proportionality and discrimination avoiding mission creep developing exit strategies.
