The unit themselves took the gang menatlity themselves. Javier francisco ovando senteced to 23 years in prison (attempted murder on a police officer: rafael perez), which never happened. Gang mentality that unit have, 80s and 90s the theory was to be like them (referring to gangs), done in the public, tatoos, etc.
