a. Victory for tax-payers but others not
b. Difficult for state gov. to balance its budget
c. It affected schools, police, firemens
i. Schools would lose their budget
ii. School teacher salaries (laid off or less paid)
d. Property tax plumpted after Prop 13 passed
e. County riled on other things before prop 13
f. Cali depends more on income tax
g. Govern does not pay the taxes they collect wisely
h. Demand ⅔ for majority to vote to change any tax
i. Limited tax raise

2. Prop 13 (1978)
a. Caps property taxes
b. You need supermajority that implicates any funding, budgets, etc in the
legislature
i. To pass padget (until 2012)
ii. To fund/raise taxes
3. Slashed education funding and centralized it
4. Cut funding services (police, firefighters)
5. Prop 184: 3 strikes and you’re out
a. 25 to life in jail
b. Takes a lot of power in judges hand
c. What is unique about 3 strikes and you’re out vs the other laws (cali)
i. The 3rd strike can be non violent (anything)
1. Meaning super overcrowded = demands that prisoners
release, non sex offenders, etc to reduce overcrowding
d. Parole punishments
i. US has the strictest parole to demonstrate you are good
ii. If any violation (late for meeting, failed drug test for marijuana,
etc)= BACK TO PRISON :D
6. Prop 36: Amended in 2012
a. 3rd strike must be violent
