Realism says that power is the ultimate goal of state behavior. Says that states are not in charge of their own destiny. If the hegemon has to choose a way of responding to a challenger, it is already too late for the hegemon. Expected utility theory : follow the assumption that states/individuals will act rationally, says that you prefer something you value over something you value less, we only have power over choices, not over outcomes. You can choose to go to war, but you cannot choose the outcome of the war. You will choose the instrument that leads to the best outcome for you. While choosing, you must keep in mind the probabilities of each choice: game against nature, lottery. You care and can make choices, the system cannot. Multiply the pay off by the probability to determine if you will make a certain choice: two player game theory.
