British come in and ban the slave trade, but don"t end it in practice. Khartoum is a stop along the slave route. Government in the north has long discriminated against people in the south. Government in khartoum has been corrupt and oppressive. Has very little legitimacy for the people in the south - the obey it because they"re affair of being punished, but aside from that they ignore it. A major factor that creates legitimacy for states is that they"re able to do the things they need to do. The government in the north wasn"t trying to do any of these things for the people in the south.
