Things that catch our attention are representative. Home is most common area for violence. School and workplace about pretty much equal for violence. Depends on willingness within the school to come forward. Also getting kids help with suicide, homicide, etc. Many of the problems related to bullying. Less progress in reducing frequency and intensity of bullying in schools compared to more progress in reducing violent crimes in schools. How often is it happening, who is being accused, who has jurisdiction, pay attention to communicating what the policy is. Free will: less by way of opportunity, responsibility, good role models, differ in substance abuse.
