In the past, special education was very exclusionary. Was not believed that people with disabilities could learn. Helen keller (movie: the miracle worker), wolf boy both famous examples of people with disabilities. When soldiers came back from wwi and wwii more emphasis was placed on people with physical disabilities. Many with mental disabilities were put into institutions rather than educated. Deinstitutionalization: removing people from the institutions and beginning to educate them in schools and moving them into the community. Based on the part consent decree out of pa (1973) Developed into eha and then into idea. Parents said enough is enough and advocated for all students to be educated in the public school system. Desegregation in schools--wanted to integrate schools (based on race) Section 504 of the rehabilitation act (1973) In 1970s, estimated 8 million people were not receiving an appropriate education. Encouraged participation and equal access to federally funded programs.
