The problem was though, was that israel only had so much of a carrying capacity for people. The primary source of water was the jordan river. The israelis wanted to nd a way to use the jordan river in a way that would allow for continued immigration. In 1963, israel began building a massive water carrier to draw water out of the sea of galilee. Several countries would then come together in response to try to thwart this scheme (jordan, syria, and lebanon) When israel got word of this, they made it clear that they would launch an attack. In january of 1964, nasser would invite all the leaders to egypt to discuss the issue of the jordan river and water supply.
