Alternative explanations of war (domestic: preventative war fighting now to prevent an adversary from becoming stronger tomorrow, preemptive war fighting because of a perceived imminent attack, status quo. If they good is already divided in some way, then the value of the war to either actor may exceed the value of the sq but still falls outside the bargaining range. How to prevent wars: raise cost of war, nuclear weapons/threat of use, monetary costs. Increased transparency info is key: third party enforcement, change how a good is divided.
