Security Community: 2 nations or a group of nations come together that a such a point the idea of
them coming into contact with each other is no longer imaginable. It requires no institutions, no
agreements, just a relationship between two countries (USA & Canada)
^^ Has developed in Western Europe (France & Germany)
European Union Soft Power: having power over the other side because they are attracted to you &
want to be like you
Public Opinion (anti-immigration) v. Elite Opinion (Understand they need it b/c of the
demographics)
Democratic Deficit
European Parliament gives biggest voice to small parties b/c it is directly elected and proportional vote
Demographically, Europe is in a horrible position so they need immigration
Danger of referendums on major issues (such as immigration)
Why Expand??
Rationalist (Cost-Benefit)
Security
Safer as group of likeminded states expand & you can also preempt.
Economic
Oligopolistic and expanding market provides great benefits
Some firms may see new Eastern firms as threats and competitors
Bring in new countries that are poor it might drag others down resourcefully
