Hist 161 - lecture seven - the civil war after the civil war. Lincoln passes emancipation proclamation in 1863 which did not free all slaves, only those who were slaves in states that seceded from the union. In the same year the union starts deploying the newly freed men as soldiers at the front, also before they get to the point of conscription to fill up the ranks. Congress passes the thirteenth amendment that abolished all slavery that makes this constitutional law. Government didn"t have a coherent plan for what to do with newly freed slaves, essentially refugees so commanders in the field made decisions on that front to be condemned or ratified by government. Johnson was a representative of the southern white working class, which was the group he wanted to benefit most from the war, open racist, thought post-war reconstruction policies should be for benefit of white men.
