The commission initiates legislations as the european council instructs them. Commission hand in the legislation to both houses and what they do is to get feedback before they officially submit it and if there were any major changes needed to be made, then it goes up for a vote. If one of the two houses in unhappy then it a bounce back and forth and discussions among all of bureaucrats. (this is how a bill becomes a law). The minute it is passed by both of those it is done! There is no other requirements like the head of states should sign of the legislations. It is not like the council that has different types of voting. Because they have a supper majority running the parliament, so anytime they pass anything is by overwhelming majorities because the three large political parties are in coalitions. It is also the permanent representative and bureaucrats who do the hard work.
