It was given jurisdiction over any country that signed on to the treaty that created it and eventually the eu signed on to that treaty so that eu was beholden to decisions made by court of human rights. However, the eu laws are now required to adhere to the court of human rights decisions. 2-european court of justice located in luxembourg: not a court of appeals per se- you cant get mad enough about a court decision in your home country and then take it to the european court of justice. Important cases: have to obey eu law: van gend &loos, 1963: eu law is directly applied to states- the countries, francovich et al, 1991: states are liable for damages caused by not adhering.
