How do you know that they know not to talk?  Reduce transaction costs o If there is an existing forum, then it is easier to resolve problems Specifically  Enables IO members to: o Express legitimacy (as a function of being present and accepted into organization) o Establish and enforce norms and int'l law o IOs can act as a neutral community representative o Legitimize actions (launder otherwise contentious political actions) United Nations  Benefits for members o Int'l Stability  UN is a symbol  You are a member of a community and you have a responsibility to that community.  UN is a forum  Place to meet  UN is a mechanism  The int'l organization can be
