In response, each nation will resort to its right of individual defense to restore stability. Nato after the fall of the soviet union: realism/neorealism. Nations will defect in order to benefit themselves. Nato members would cut military expenditures in order to balance budgets. Members would seek ales costly form of cohesion, possibly leaving nato. Less alliance cohesion b/c of smaller threat entirely: liberalism/neoliberalism (keohane) Over the course of a regime, benefits to its original members can outlast the original purpose b/c it is cheaper to maintain the regime than to create a new one to face a new problem. Used as a mechanism to address issues such as promoting democracy through increased diplomacy. Nato will use existing procedures to deal with new problems (mandate)
