Federalism- essentially, the state has some powers, and the feds have some powers. We know at this time, the nation has weak central government. 1865- dual federalism- can be thought of as a layer cake. 1933- feds begin to take control think of the national policies from roosevelt"s. Can be illustrated as a marble cake, with lines blurring. 1960s- creative federalism (or picket-fence federalism) think of a specialized area as being one post in the fence. Like education, public transportation or commerce. we have new federalism. Under reagan, federal power decreased, state power went up. Under clinton, federal power increased, state power decreased. Under bush, federal power went down, and then up (i think she mentioned this being in response to the threat of terrorism) and state power went down. Money flows down from the feds to the state, potentially to a county or school district, and then to the local level.
