Anarchy is a permissive condition to war, to understand conflict we must understand the conditions that make it possible. Constructivism: identities, ideas, cultures (human constructs that evolve over time) Realists vs liberals vs constructivists on anarchy. Realists see it as a permissive condition for war, states trying to protect themselves, very little cooperation. Liberals admit anarchy exists, but it can be mitigated through international institutions that create rules for all of us. Constructivists say anarchy is an idea, means different things to different states. Shape their own behaviors and interests based on what they believe anarchy means. Power hungry states following realist ideas, other states evolve as they are unconcerned with anarchy. Levels of analysis are significant because, depending on level chosen, we come up with different explanations for events. Constructivists like to study nationalism because it is an identity. Mainstreaming gender: make sure you know this. Say what term means, then tell why it is important.
