No universal definition of democracy -> need some global criteria. Education is very political -> shapes ideas and includes pro-state propaganda. Problem of taking the human element out of dev. Historically sees dev as a technical issue that can be solved by focus on the economy: china tries to keep its stance that it will not intervene in local politics of africa. No matter what you are doing in dev, you have to have knowledge of local political context -> draw on already-existing knowledge base (e. g. usaid) and, resource permitting, talk to multiple actors across the spectrum. Empower the local staff to speak up and share their perspectives. Clear laws that apply equally, continuity, decentralization, transparency, accountability (need some sort of electoral democracy), effective provision of public goods, wants to improve, human rights are protected.
