No matter what you are doing in dev, you have to have knowledge of local political context -> draw on already-existing knowledge base (e. g. usaid) and, resource permitting, talk to multiple actors across the spectrum. Empower the local staff to speak up and share their perspectives. Clear laws that apply equally, continuity, decentralization, transparency, accountability (need some sort of electoral democracy), effective provision of public goods, wants to improve, human rights are protected.
