Immigration reform of 1996 had seen unprecedented mass deportation from the us. Lead-up: a priest from the catholic church contributed to forming the truce between. Ms-13 and m118 after the violence spiraled out of control. Controversy: acknowledging the gangs as a political entity with negotiating powers, the public did not see much use as lives being saved were lives of gang members -> still taking extortion from locals. Content: not kill each other and curb public violence in exchange of moving leaders in prison to low-security prison. Drug trafficking: operated by larger, highly organized cartels, which hires gangs to be the middlemen/transporter. Less interest in engaging with the local authorities/police. Example in the reading where a central checkpoint in the drug trafficking route became less violent after drug trafficking operation became more organized.
