The theoretical approaches to ir: philosophical traditions (snyder) States have to pay a cost for ghting whether win, lose or draw. Costs of ghting = big incentive to negotiate a settlement. States have private information about their capabilities and incentives to misrepresent it. E. g. the 6 day war in 1967: if israel had revealed their military strength and plan with taking out their air force, egypt may have chosen not to ght > different outcomes. States cannot credibly commit to abide by bargains agreed to now if conditions change in the future. Often happens over years, and with a new leader. States cannot reach a bargain because the issue under dispute is indivisible. Cause of con ict is the lust for power rooted in human nature. Animus dominandi = the will for power. Acknowledged that international sys is anarchic, but emphasize individual human nature. Problem: con ict varies, but human nature does not.
