Looks at multiple international actors (states, transnational actors, etc) Looks at diplomats and states persons who impact the policy. Recognizes the importance of history for ia theory. Helps us understands the roles that humans play in making and maintaining international societies. Values are important: impact policy, cannot ignore them or purge them, impact our actions which have moral repercussions. Function purpose: they legitimate the policies and actions of states persons. They believe in the creation of a just world, but are also focused on mitigating anarchy. They believe in the importance of a just and orderly world, so they look at things that have been neglected by neorealists, such as humanitarian interventions, the global economy, environmental issues. Rules and institutions must be formalized in international system: eu, un, etc. Mutual recognition let"s countries into these systems, i. e. china wasn"t recognized until 1942. International societies can include ngos that impact on treaties. There is a dearth of global government.
