States are worried about being threatened by other states, don"t know their plan of action. State of characteristics (regime type, ideology) determine what states" want. Similar assumptions as structural realism but states also want to maximize welfare (absolute gains) want to cooperate but can"t trust others not to cheat. States set up international institutions to reduce incentives to cheat (institutions monitor and punish violations) Argument about how difficult it is for states to cooperate with each other so created a place to ensure they aren"t being cheated. Actor identities (key traits of the social group) explains interests. Under anarchy -- interaction of identities recreates social norms. Who is included, and why affects your characterization of the region. East asia is tremendously diverse economically, politically, ideologically, ethically.
