Cliques are not very stable, ex: class schedules change then you need to find new people to hang out with. Kids start being members of several cliques. Most kids want to be in the popular clique because you are better accepted in those. Conformity to the group is important at this age, otherwise you are isolated and ridiculed. Those clique go away you start seeking intimate relationships.
