Post-wwii: example of presidential decisions w/ involvement by congress. Congress authorized use of force in few instances and didn"t declare war in any: negotiating and signing treaties and international agreements. W/ advice and consent of senate, can negotiate treaties that are binding and have force of law. Can enter into executive agreements w/ foreign governments w/out needing senate ratification.
