Exist at multiple levels in the uk: eu, national, subnational, council and city-level. Party is closely tied to social class. Movement into industrial setting: labour class and unions. Labour moderates impulse for socialist reform, tories honor the existing welfare state. Movement away from the two-party system outside of westminster.
