Whites took businesses and schools, income, weath, political power/influence. You can put a bandaid on, but underneath a virus is not going to be healead without antibiotics, it is just covering up the problem. Band aids are easy: ex) murals in philadelphia. Antibiotics are more difficult: ex) creating more jobs. Cleaning up an area to make it better.
