We have chosen to create a criminal justice system in which individuals in power are required to follow the law rather than a system in which those in power are free to act as they see fit. The balance between security and rights historically has varied depending on historical events: the objectives of cr iminal procedure, accuracy. Innocent should be protected, guilty should be convicted: efficiency.
