To be heard, to be protected, to be compensated, speedy trial, and enforcement are all rights that come at a cost to the system. Costs to the offender: restitution, to a speedy trial (if the offender needed continuances, the victims are having to wait), to be heard (appealing to emotions of jury rather than relying on evidence and facts). Tangible ($ amount) and intangible (pain and suffering) costs.
