Legislatures as agent of the citizens, supposed to act in their interest. It must link the citizens to the government. It serves as a conduit of information from local level to government. The degree to which it can fulfil this function depends on the opportunity the parliament is giver to interact with both citizens and the government. Its role is increased when the executive is not directly elected. Hence, in parliamentary system, the legislative is more likely to have a more important role. Individuals of the legislature are expected to represent people who elected them and thus, protect their own interests. It must ensure that opinions, perspectives and values of the citizens are present in the policy making process. There are 2 ways in which it can be understood: Delegates: expected to act as mechanistic agents, carrying messages from the citizens to the government.
