Evaluation differs from basic research: evaluation has stakeholders. Individuals and groups who have basis of concern about program. (ex. Politicians, service providers, clients, broader community, parents: evaluation questions often drawn from stakeholder desires. Evaluation of whether a program is needed at all. Either quantitative or qualitative: evaluability assessment. Evaluation of whether program is ready or able to be evaluated. Often qualitative observation and interviews: process evaluation. Evaluation of service/program delivery (ex one dare only talks ab cigs, one only talks ab coke) Who provides programming, who participates, what happens during program. Often qualitative- observation and interviews: impact or outcome evaluation (most common) Evaluation of the effect of the treatment/program on expected goals.
