Bureaucracy is sometimes known as the fourth branch of government. Always concerned about the other three branches. The president is one person, congress is 450, the bureaucracy is thousands. Everyone working in the bureaucratic branch has their own agenda. They don"t always want to follow what the president wants to follow because bureaucrats" clients have agendas that bureaucrats have to protect. Was set up originally to have experts run the country, but like everything else, has become very political. Congressional oversight - when congress is allowed to investigate/have hearings to check and make sure the departments are spending the money congress gave them in the way they said they were going to. Could be awesome, could be the worst. If the president appoints someone whose views do not match the employees who work for them, there is going to be tension. Beginning with fdr, the presidency became more powerful. Congress and i need to work together better.
