The united states do not negotiate with terrorist because that promotes terrorism as a means to achieve goals. Reagan administration officials believed selling weapons to iran would encourage iran to convince terrorists to release the hostages in lebanon. Some reagan officials recommended overcharging the iranians to create a slush fund which they could use to fund rebels in nicaragua. +all of this had to be kept secret, because the profit actually had to go to the treasury and it went against what reagan told the people they were going to do. Some iranians leaked the story about the arms deal which gave the american news a field day. +the reagan administration had to fight a commission and reagan was humiliated. Secrecy can be maintained but you have to be very careful about your purposes for secrecy. On the international level there are actors who are sovereign countries. There is international law, just no government for the world.
