Realism was developed around world war ii to change how the international system works. Arbitration: countries submit their issue to a disinterested party who would weigh the evidence and provide a judgement that hopefully they would accept. People thought this would be a good solution to world conflict, but it ended up rarely working. Arms control: idea that if you can"t stop warfare you can at least limit weapons to make war less terrible. Example: the united states, japan and others limited their navies in the 1920s, specifically they limited the amount of battleships they possessed. Arms control didn"t work because countries just lied and built up their arms secretly. +example: the actions of germany and japan leading up to world war ii. Have to be able to verify that everyone is following the agreement for arms control to work. Instead of going to war, you refuse to trade/invest with that country in the hope that it cripples economies.
