In 1989, george h. w. bush is in office. Had better credentials than just about anyone who has taken office. George h. w. bush was smart to stay out of the way of the ussr"s self destruction. The ussr was doing a better job of undermining themselves than anyone else. +had to deal with repression, centralization, closed society (xenophobia) which was dragging the country down. +people were constantly repressed for expressing the wrong opinions. *no one was allowed to even suggest new product ideas or ways to produce things better which was a drag on the economy. *this led everyone to keep their ideas to themselves. +repression leads to centralization which means either bad decisions or no decisions are made. +repression also leads to a closed society because people were worried about foreigners bringing in new ideas. *this is bad for society because it stifles innovation. All those problems meant that by 1989 the russian economic was failing.
