Duties imposed on rulers: educate democracy, reawaken its beliefs, purify its morals, control its passions, adapt govt to time, place and people. A new political science is needed for the new world. In france, democratic revolution without changing the ideas, laws, customs, or manners that would have made the revolution bene cial. Nobles placed power away from the people for fear of abuse. The people never thought they could be equal with their leaders.
