Immigration to the us in the interwar period and the cold war. Tier 1: visa and consular review: nativist groups pushed for stricter consular review and were suspicious of immigration officials who might be too lenient with certain groups; too generous with filling the quota. There wasn"t a mandate to fill the quota, and they wanted to basically eliminate immigration. A lot of the fear of jews comes from international sentiment. The national origins quota originally exempted those with families in the us: resulted in a reduction of 94% under-issue of available quota slots. In the 1932 election, fd roosevelt is elected: many organizations pushed him to repeal hoover"s order as part of a new deal. Jewish people were the most concerned about the order (hitler was elected in 1932), but other germans were affected as well. Immigration committees, however, were controlled by irl members and southern politicians who adamantly opposed it.
